Beck's history in the league shows pretty clearly that he can't play. Yet we've seen Kubiak work all sorts of miracles with various quarterbacks so in addition to having a live arm for OTAs this is obviously a no-risk / some-reward move.
And I do like the message that it sends to TJ: do not get complacent.
