Walter is the 3rd or 4th option on the team behind AJ and Foster (and a healthy OD). Any #2 WR they get is going to be the 3rd or 4th option. Yards per Target and Deep Ball rate in the middle of the pack.

The only area he is low for a #2 is in number of times targeted.

So basically Walter gives you solid production, enough of a downfield threat, and great effort and blocking despite not getting many balls thrown his way. And we all want to find a way to replace him? (and with Dickerson, a guy who has zero career catches)
You said it yourself, he is a #3 receiver, playing a #2 receiver position. That's all the justification they need. Your RB should not be your #2 read. ..And by the way, I don't hate Walter, I just don't think he is doing the job he is being paid for.
