I would guess that that Anderson gets the second round tender. He's basically our third receiver, and I think they would want to get back more than a 7th for him if someone offered him a silly contract.

My understanding is that the low tender would get a team a pick in whatever round they were originally drafted in...even if he was drafted by another team. I would think that a third would be enough to keep away most teams, so they could probably get away with the low tender for him. Although I could be wrong about how that works.
