Did not say it was OK, but I do say spending McNairs money is better than using Draft picks on an untested QB. It's not your money or my money, Bob McNair is a billionaire so what's a few tens of millions for a QB even if he busts.
We still have all of our Draft picks intact and if we wanted we could use our first round pick on a QB in the 2017 Draft. On the other hand a team like the LA Rams can't do that since they've invested several several years of first round picks on some guy named Goff who might not be an NFL QB.
It's looking like you are right in saying that the Texans failed in their evaluation of BO, but atleast they tried to upgrade the QB position.
