That's the average high. Personally, I really don't think Houston is hot this time of year except for the worst hours of the day and unless someone is involved in a physical activity. I water my garden about seven or so every evening and to me it is quite comfortable. If there is a nice breeze it is even better. But if I was doing wind sprints I'm sure it would be pretty bad.
