If, as Cushing affirms, the rebuttal to the commish's decision took months to formulate, then the decision to NOT overturn or reduce, sure came back in a hurry. Doesn't seem like due deliberation was given.

They just went through the motions. There was never any intent to over turn or even reduce it. That would open a can of worms that Goodell doesn't want to deal with.

That is entirely correct. The thing is, what happens when Cushing "overexercises" again and the HCG pops up again?
