Walter is the 3rd or 4th option on the team behind AJ and Foster (and a healthy OD). Any #2 WR they get is going to be the 3rd or 4th option. Any #2 they get will have inconsistent opportunities and targets, but will be expected to have consistent effort and blocking in a top running game. The only area he is low for a #2 is in number of times targeted.

You said it yourself, he is a #3 receiver, playing a #2 receiver position. That's all the justification they need. Your RB should not be your #2 read. ..And by the way, I don't hate Walter, I just don't think he is doing the job he is being paid for.
