I absolutely HATE the comp pick rule. IMO, teams shouldn't be rewarded for not signing their own players. Draft better and manage your cap better! What I hate even more is the NFL giving teams valuable 3rd RD picks, and thus, punishing all the other teams in the 4th RD and beyond. There have been some rumors that CLE is letting all their FA's walk and are not even making a solid effort to re-sign them so that they can get multiple quality Comp Picks next year that will be tradable.

It's the "rich get richer" - always the same teams lining up for the bonus picks: New England, Green Bay, San Francisco, Baltimore, Denver, etc etc. Teams that are smarter about their cap and sign less FAs seem to get screwed.

I'd say those teams tend to be good at drafting rather than bad at managing the cap. They don't have to chase as many high dollar free agents because they've drafted well, and when some of their own guys hit the market they can let them go because they've drafted their replacements or they can plug holes with other teams' cap casualties who don't affect the comp picks. The Ravens have been awarded the most comp picks over time because they've made it part of their overall strategy, which helps them draft better because they have more picks, which helps them get more comp picks...
